No. a skirt is a flowing garment from the waist down.A dress is a flowing garment from the shoulders down, usually with a cinture at the waist. A blouse is a shirt that is worn with a skirt. It can also be a man's dress shirt. A habit, nuns or monks, is a dress hanging from the shoulders with a cincture at the waist. Ours it worn with a scapular over the dress or cassock as us guys would prefer to call it.
