It's for 10 car trains on the NWK-WTC line.

The other lines might stay the same with 7 cars because of the fact some stations would have to undergo a serious renovation and expanding project (Hoboken and 33rd Street as terminals most definitely because of how they are set up).

IMHO, neither of the Hoboken lines need extra car(s). During the rush hour you may not find a seat, but there is a considerable amount of room to stand for a 10-15 ride tops.

The JSQ-33rd St line could definitely use longer trains during the rush, but the solution may not come easy. Maybe add more trains to the schedule if possible but at 4-5 minutes between trains during the rush already, that might add congestion from Grove Street to Journal Square with the NWK-WTC line running at about the same.
