It may be if they were "under orders," perhaps they have a supervisor who doesn't care what the laws are and doesn't want it done for whatever reason (like I would have done for an episode in The Law & Order Franchise where such supervisor ordered such even as a violation of the rules due to pressure from relatives who lost loved ones in the London and Madrid train bombings a few years ago for example). |
