If you read the documentation, the contract requires that the cars be 100% compatible with existing NTT cars, and the only qualified bidders are those that built the A Division NTT cars. Bombardier is the only other company to build NTT cars for the A division, and they indicated that they declined to submit a proposal. So Kawasaki will win the bid; this summary says 'skip the bidding process, we MUST go with this contractor.' |
