The tunnels can not be raised, because it was not "Cut and Cover". The throat leading into GCT was OPEN AIR, and somebody put a street (Park Avenue) over the top of it. And you cannot dig down, because there is a lower level under it

Plenty of clearance for wires under that. Have a look.

And there is a portion that's tunnel. Steamers used to go through there too.
