There probably is not enough demand by the respective local communities translated to the local political leadership transferred up the stream to the MTA brass. For example, if the folk who could benefit by this transfer do not speak up, then it is easy for those in charge to say, "few have expressed a concern". At the same time with budget issues a major concern, it is reasonable to try to limit the amount of "new initiatives". In another view - transit fans and others have talked about such a transfer for years. Mike |
