It is not incompetence.It is a situation where equipment and empty tracks are not in the same place, it is a situation where crews are not where they are needed. After all, if you lay-up a train on 4th Avenue, then you are not at 95th Street to take out the next interval. A train is delayed 5 minutes, and there is no equipment for the next train.
