What I said was that with the possible exception of 1500 and 1501, the rest of the C type fleet had the surplus master controllers that were removed from the steels when they were unitized in the 1920s. I often wondered if there were sufficient steel controllers left to have done the same thing with the Qs when they were rebuilt. |
