Plus, you're shunting riders onto the same crowded railway. I view the new lines as a capacity building exercise...By and large, though, capacity is not the problem that we face. So I think that we disagree on diagnoses. The Queens railway, as you colorfully call it, can handle 60-80 tph on the trackage; 30-40 tph on the Flushing Line. The issues are operational and they are even formidable, but they are not, in the main, about capacity. Mostly our capacity problems in NYCT have to do with terminals, and there it is a capital issue, but pretty much only there. |
