Light rail only brings you to the subway though where you are forced to transfer again.

It's simply not possible to bring the subway to everyone. Plans that ignore this fact are doomed to fail. If you can't pay for best or second-best, but third-best will do a lot of good to reduce travel time for many people, then why not do that, instead of waiting for subway funding to everywhere and Godot?
