A seminar on the California High Speed rail project at the University of California's Institute of Transportation Studies was covered in their College of Engineering's newsletter as being fairly critical of the program. The newsletter cites their discussion of land use pattern differences between the Central Valley and most European and Asian cities as a potential detriment to the projected ridership. They also discuss the impact of total emissions and how the HSR project may not deliver on the expectations.

However, another account from a student at the event provides a far more positive outlook on the message conveyed by the speakers. He focused on their emphasis on the need for comprehensive land use planning processes in the Central Valley to prevent sprawl around the intermediate HSR stations. Those stations have to be carefully located to achieve the proper transit oriented development potential while revitalizing the Central Valley city centers. A comment on the Cal newsletter website also points out that the emissions are being calculated from minehead to traction motor for the HSR trains, while aircraft and cars are measured on a fuel pump to motor basis. Environmental accounting for fossil fuel based power sources invariably ignore the emissions created and fuel consumed in refining diesel, kerosene, or gasoline.
