If one seeks permission from any part of government to conduct a business, it is the right of said government to regulate the conduct of said business in order to assure the public necessity and convenience. This has been settled law for over a century. In fact the ICC was the question in SCOTUS IINM. As such unfunded or not, the business is obligated to implement the safety regs. Surely you do not apply this "unfunded" comment to air brakes, stirrup steps, handrails etc? |
