uhm, no. Socialism is when the government on behalf of the people owns/operates the means of production. The issue as to which piece of government REGULATES services or products provided by separate entities (publicly or privately) is entirely separate. Those upset by Federal activity in this area might want to ask them selves whether they prefer individual states or the Feds when we deal with for instance food safety issues. The recent peanut corporation case is exemplary because a single company with plants in several different states was shipping intermediate products as ingredients to a very wide array of brand name marketers of diverse foods. Because, as pointed out in the original post, the instant case involves two states AND Federally administered DC, oversight is not clearly vested in a single agency as it is for instance within CA for all transit rail operations. Thus, whether a Federal or tripartite group, someone NOT ON WMATA's payroll, needs to have the authority to audit safety procedures. The reference to WMATA preventing outside safety monitors demonstrates the necessity.
