There are too many other variables to draw a single conclusion. The depression, WWII, the decline of the private transit companies overall...For instance; if Moses never came to power in New York, there are a number of public works projects such as pools, parks, Niagara Power that may never have come to fruition. But WWII resulted in the development of the Interstate system, so highways would still be built. And even without Moses, highways were being developed and built in and around the city. |
