No, it wasn't. What happened was Sheldon Silver said that since the legislation affected the city, the city had to tell the assembly that they could move forward on it.

The city wasn't about to let that happen.

The secession movement grew out of the abolishing of the Board of Estimate, which significantly changed city government. The Board of Estimate was abolished when the US Supreme Court decided that it violated the 14th Amendment.
