As was mentioned in other posts, the long passageway at the N/E of Nostrand was to provide a transfer to the proposed Bedford Av subway which is why the overpass was placed there. With there being less than no possibility of such a subway ever being built, and for security reasons, there was really no reason to keep the passageway open.
