There was an overpass over there that took you from the Manhattan Bound Side to the Queens Side. There was also a P/T booth over there.
The passageway itself was finished. I think the whole passageway was an after thought like the station was.

But I've never seen anything about a Bedford Avenue subway. No proposed line. No half built shell station. Nothing! Closest was a crosstwn El that would have connected Queensboro Plaza with the shuttle at Franklin/Fulton
