Altogether I don't see that this plan offers much of substance in return for the £10 billion in borrowed money.It wouldn't. PFI and PPP always waste about half the money on risk adjustment etc. Then you have several different contractors' profits, the pay for several companies' administrators. In the end, you get £2 billion's worth of work done for £10 billion. |
