When a s/b 8th Ave. local arrives at W.4th, as you know next stop Spring Street, crossing over a switch. Yes, a straight rail move from there means next stop B'way Laf. What he's saying is that if some trains diverge and some trains go main route, the tower can't see the trains because they are downstairs and the train is upstairs.
