I thought that too until I saw the trackbed. Were the space (trackbed notwithstanding) merely an artifact of mirroring the diverging lower level's footprint, why does it extend so far into the tunnel? Steve's post corroborates the hypothesis that the upper level was supposed to connect to the Concourse Line.
