Isn't there a small tunnel just south of the City Hall Station, lower platform.

On one of the MOD trips, several people tried to climb down to explore before being called back by the organizers.

I believe that the tracks turn east and were supposed to go into a tunnel under the East River to Brooklyn that was never built.

BTW - Good to see that the "tunnel rat" sprang for a new computer, unless he is going to his local library (smile!)
