All fare control exists to collect a fee for crossing an imaginary line. There is no point in the NYC subway that has what could be considered a natural line for fare payment. You're misunderstanding this. A fare control protects a fare zone or paid area. The entire subway system is a single paid area. A toll protects no fare zone or paid area; instead it affects a link. The link in question here is 159th Avenue to Lefferts Boulevard. It is no different from the idea of charging pedestrians to walk across the Brooklyn Bridge. |
