True, noise was not an issue when factories and warehouses were located in the area. Unfortunately if NYC did not change its zoning regulations than all you would have in that area is abandoned factories and warehouses - so NYC had no choice but to allow residential development.IMO the developer screwed up big time though - knowing the conditions of the area they should have soundproofed the building and advised all prospective buyers. I see that the principle of "caveat emptor" is alive and well!! |
