Except the 3rd Avenue El would have had to undergo a massive rehabilitation project sometime in the 1960's or '70s had it remained up. While that could have happened, I'm not sure that would have anyway.That said, the SAS problems are understandable because of all the economic changes that have happened in just the last few years. I suspect eventually it will get finished, however. |
