We don't know if these officers were acting on their own or following department policy on how to treat photographers. There were too many incidents in New York (on and off the subway) involving too many cops to just brush them off as isolated incidents. The officers may very well have been unofficially "encouraged" by their superiors to harass photographers.Even if NYPD did not encourage these actions they very well knew this was going on. They were on notice by the NPPA and the NYCLU that photographers were being harassed. The city and NYPD either by error of commission (actively encouraging the harassment) or by error of omission (failing to act to stop it) share full responsibility. |
