But all the executive branch does is "review proposed rules for necessity, clarity, consistency and efforts to reduce burdensome effects." It doesn't seem that the constitutionality or "just-plain-stupid -ality" of a proposed rule comes under review by them. In that case, I still think it would be up to the citizens to bring the state agency to court. And the executive branch can't even shoot it down. All they can do it delay the process. But in any event, as I originally said, this incident doesn't have anything to do with the legislature. Take Pride,
