That manner of status quo wasn't even in existence. Lots of station stops going back to the 19th Century had no ticket office. That's why the conductors were authorized to collect cash fares.

TVM's are also more secure. You can't hold a gun to a TVM's head

One could hold a gun to the servicing tech's head, though. If the software hiccups, then no tickets, and how is the trainman supposed to know, so as not to impose the surcharge?

(When NJT started out with the commuter rail TVMs, if you used a credit card, the receipt it spat out would have your whole credit card number on it, as well as your name. You weren't given the option to not have a receipt, either; it spat the thing out automatically. That was corrected later on.)
