Hindsight is 20/20. NY State was wise to purchase the New Haven line and the Hudson line south of Poughkeepsie. NJDOT would have had to pay a much higher price for the NEC and Amtrak, and I doubt Amtrak would have allowed such a sale when Penn Central went under in 1976.

Penn Station was never meant to handle the kind of commuter traffic it handles now from New Jersey. That's the problem. Both the LIRR and Metro North have the capacity THE TUNNEL will give NJT...someday.
