Then why did it take several lawsuits by the NYCLU to finally get the NYPD to issue the directive that was issued last week? Why does PATH ban photography? Why is the DOT systematically harassing photographers in Washington DC? Why were photographers told to "get out of town" by LA Port Police and then threatened with 10 years imprisonment when they called Port Police HQ to complain? Why did the cop force a photographer at Coney Island to surrender his film? I can go on and on and on...

If it were just misinformed people then it would be sporadic and supervision would take the side of the photographer once a complaint was filed. These people are getting their instructions from somewhere and it is those "instructors" that need to be targeted by lawsuits. For example, building managers are actively encouraging security guards to harass photographers. I take a very broad view of the "War against Photography" and apply it not only to government authority but anyone who under color of authority be it private security, building owner or government agency who in any way stops a photographer from engaging in legal activity is engaging in that "war". Incidents are being reported daily across the country and I am working with photo rights groups to help end it.
