Richmond Hill's enterance was blocked up very soon after it was closed. Any strike contingency plan after 1998 would not have included the use of Richmond Hill. Besides, such a contingency would not be needed after the Archer/Sutphin Blvd subway station opened. The last time I heard of a reference to such a plan was in 1987.
