If the line north of Dover Plains had neither freight not passenger service for years before MTA restored passenger service to it, then for all intents and purposes it was abandoned. The legal definition doesn't mean a whole lot unless the railroad devoted resources to maintaining the track in useable condition.If it did keep the track up to snuff, then it wasn't abandoned. |
