A southbound Q went BIE at Ocean Parkway. It appears that its follower crossed to the express at Brighton Beach, so the B I was on couldn't fill that pocket. (That still doesn't explain why we couldn't fill it after service went back to normal on the local track. Could someone please buy several 3-packs of yellow lights for Sheepshead Bay!)
