I'd guess that it comes to an analysis of the needs of the service versus the cost of repairing that R42 and the condition of other SMEE equipment. If there are insufficient R160s available for service, the TA will (or should) likely shop the SMEEs that can be kept on the road most economically. That may or may not include set 4642/3. If the R42 start failing en mass, they might need to make other fleet moves. It all depends.

But I do think it's a safe bet that they'll do as little work as possible on car classes that are all designated for the reef. It's just a question as to what qualifies as the "least possible". As you yourself indicated, "back in the day" R10s and R16s in similar or worse conditions ran 'cause there was nothing else.
