I think in the video, you hear a WMATA employee saying the gates are open and you need not have a card ready, just keep moving. Even an inaccurate count can tell us what ridership was at a minimum, and hopefully WMATA instructed staff to record for how long fares weren't collected at each station, so estimates could still be done in theory. |
