Given their similarity to the LIRR M-1's, perhaps MTA should have pursued a similar procedure, though a rebuild like that may have meant non-compliance with the latest FRA buff standards.

Other standards wouldn't be met too, e.g., windows maybe too small to permit evacuation through them.

I would like to see the LIRR M3s overhauled, not rebuilt, but whether that's the right call in fact will depend on the cost per unit of the M9s on an augmented order.

Plus, PATCO must be getting a very good price on the rebuilds. Most agencies found overhauls didn't make fiscal sense. In retrospect, e.g., NYCT would probably have been better off retiring most of their fleet and purchasing R62/As and R68/As and maybe a 60' version of the R68/A. Of course, as a trainspotter, I would sorely miss the variety, but money is money.

PATCO is not subject to it.

They're still subject, ideally, to fiscal reason, but if they can do the rebuild for half the cost of new stock, and obtain the same useful life, that's excellent.
