Under Giuliani the police would have simply shot everyone in the hijacked train dead along with any nearby minorities. Bloomburg would demand reliable metrics that paying the ransom would be a cost effective response to the hijacking and then would only pay it if there was a robust system of accountability. In any event Albany would have to sign off on the payment and it would probably be silently killed by Joe Bruno because upstate never gets any money to deal with its growing problem of terrorist deer throwing themselves in the path of automobiles on the Thurway. |
