Your premise has no basis because you said "The government owns the railroads" (a general statement, which is false due to the many private railroads that still abound) and "The MTA practically forced (St. Louis Car Company and Pullman Standard) out of business".

And don't ever call me "guy" again.

Plus, you are wrong. General Steel stopped the St. Louis Car Company business in 1968, so there was no St. Louis Car Company to buy any cars from by the time that the PANYNJ was going to buy the PA-3. Budd was damaged by the SPV2000 fiasco and was more focused anyway on their automobile-centered business than on the railroads, even from their beginnings. There has been no Pullman Company since 1969; Pullman Technology has been a part of Bombardier since the early 80s. So who was PATH supposed to buy the PA-3s from, then, if those companies you cited weren't active to pursue bids for them?
