NJT Press Release 2329: The additional multilevel vehicles will approximately replace the seating capacity of 49 Comet III-series rail cars delivered to NJ TRANSIT in 1990. The Comet III cars require a midlife overhaul, and replacement of these cars with multilevel vehicles has been determined to be a cost-effective alternative.

Then there are 106 C1 cars in NJT's possession, not counting any C1 low platforms which have not yet been removed from NJT property and were replaced by the Comet Vs (32 C1 cabs, 45 C1 trailers, 15 C1B cabs, and 15 C1B trailers.)
