Your timeline is a bit off. The New Jersey Railroad had a terminal at Exchange Place before the PRR built the newer one. The CNJ ran to Exchange Place via a connecting track at Broad Street Station in Elizabeth—back then, the CNJ's western terminus was Elizabeth Port and the main lines of both the NJRR and CNJ were at-grade, crossing each other at a diamond.
