It's hard to say how to connect NEC with midwest. You've got the Allegheney Mountains to contend with, and the money that would be needed to build true HSR through there could be much better spent of helping to develop other systems. I say get the easier parts done first.

Well, tilting trains would make some impact on existing alignments (supposing that the necessary trackage upgrades/reinstatements were included). Okay, that horseshoe curve would still be slow, but there is something to be gained from running tilting trains both east from Pittsburgh (reasonably direct routes to New York, Philly, Baltimore, and DC) and west from Pittsburgh (say, Youngstown - Cleveland - Toledo - Detroit/Chicago; Akron - Columbus - Cincinnati/Indianapolis (tempting then to go - St Louis - KCMO)).
