The new service pattern is superior to the old one because it PROVIDES A GREATER BENEFIT TO THE MAJORITY OF RIDERS.No, it provides the greatest benefit to the riders with the strongest political representation. The same thing happened with the 2 and 5 in the Bronx. Even though WPR is much busier than Dyre Avenue the 5 is the thru express. |
