But, in fact, the relationship is not constant. Brake rates increase as speed decreases.

If anything the NTSB braking tests show the reverse. The average braking rate is a decreasing function of initial velocity.

Therefore it is not correct to plug into the equation for constant acceleration.

That depends on purpose of the estimate and how accurate it must be. There are different average rates, based on tests, for different initial speed and track condition (wet/dry). However, to find the maximum stopping distance, one need only use the minimum average braking rate from the test data.

Is this an adequate estimate? That depends on the application. It should be for the question at hand - maximum stopping distance for a suicidal T/O.
