Are other factors to be considered when determining emergency braking distance?

Whose asking the question: a reporter or an NTSB investigation panel?

Grade? Number of cars? Passenger loads?

The braking system is supposed to vary the force applied to the brakes so that train will stop in a consistent manner regardless of grade, number of cars, live load, lunar phases, sunspot cycle or coriolis force.

Perhaps the railroad men on the board will further elaborate.
