What Stephen was saying about Paris and Moscow is called "programed departures". It doesn't need CBTC and the system is more like a clock at each station to remind operators to stay within the schedule.

The Paris one was first introduced on a non-ATO line in 1969 and was expanded to more lines until they got ATO and is still in use during non-ATO hours on ATO lines (except the ZPTO line 14) and on the few non-ATO lines.
