The issues have to do with third rail gaps and with voltage swings. A single car (i.e locomotive) will always have issues with gaps since they're too short to span most of them without having to use the batteries. You therefore have to design this switch gear to an appropriately high duty cycle. If you don't, it wears out a lot faster than expected. The same issue holds for voltage swings - make the equipment too sensative or design it to the wrong range and you'll get extra wear and tear.
