It's a shame that you reduce everything to numbers...

It's my scientific/engineering training. Something does not exist, unless it can be measured.

Subjectively, everybody believes that his line is the most crowded, has the least service, etc. The TA would be better served, if it had impartial metrics for most of its aspects, published them and followed them. I'm not talking about self-serving metrics like on-time performance that get loosened to get 95% ratings.

there are other factors involved in such a decision.

As they say in the consulting business, "if the customer wants peanuts, shovel him peanuts." If effective, open, impartial metrics are in place, then the cost of these "other factors" can also be evaluated.
