You're tacitly assuming that the Fulton St Line demands 30 tph on each track; I'm not sure that's true.

I believe that Fulton St will need more than 30tph over the next 20 years.


Moreover, it's possible that Court St might be too shallow to use with the construction techniques that would be used.

How deep does it have to be?
