Fulton St can handle 60tph between the local and express tracks. The Cranberry Tunnel can only feed 30tph. The most cost effective way to feed more capacity into Fulton St is to use Court St.

A whole new system would cost far more just to match the 30tph capacity differential that currently exists between Fulton St and Cranberry.
