This is one of the reasons my admiration for the system is largely historical as opposed to foaming or for that matter even caring about current operations. My comment "rules can be changed" was mostly a rhetorical response to those who say "rules are rules" since I really don't know much about the rule in question in the first place. From the perspective of the riding public it appears that the MTA is insensitive to their one need - getting to their destination as fast as possible. And MTA is surprised why virtually every line was graded a "C" or lower...

But I must say this is one of the reasons I truly admire the old BMT and they way they did things as opposed to NYCT - they maximized the use of Times Square as a terminal for West End, Brighton, and Sea Beach expresses and turned trains around in 2 minutes or less during rush hour. I know it can't be done today but it does not change the fact that it was done and done quite well at that...
