And like anything else police officers "have to pay the rent".They are expected to produce a certain number of tickets a month and going on sweeps gets the revenue, they check those with no ID for warrants and in general it keeps crime down in the subways. Its the the broken window theory. As a teen growing up in NYC we rode between cars to drink beer, smoke ciggarrettes and other things. Luckily the police never caught me. |
